The Board of Water & Light Commissioners was chartered in 1921 by the state legislature to provide water and electric service to the people of New Castle.
The name was changed in 1999 to the Municipal Services Commission, an agency of the City of New Castle, the Commission is served by three commissioners appointed to staggered three-year terms.
One Commissioner is appointed by the Mayor,one by City Council and one by The Trustees of New Castle Common.
In turn, the Commissioners elect yearly a President and a Secretary and appoint a Treasurer.
